मुंबई, जनवरी ४ : राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक डा. मोहन भागवत के कथित वक्तव्य पर मीडिया में बड़ा विवाद चल रहा है। वास्तव में डा. भागवत ने क्या कहा यह जानने का प्रयास न्यूजभारती ने किया। फलस्वरूप जिस कार्यक्रम में डा. भागवत का वह कथित वक्तव्य आया उस कार्यक्रम का वीडियो रिकार्डिंग न्यूजभारती को प्राप्त हुआ। न्यूजभारती अपने पाठकों के लिए उस वीडियो का प्रतिलेख प्रस्तुत कर रहा है।
असम के सिल्चर में प्रबुद्ध नागरिकों के साथ हुए वार्तालाप कार्यक्रम में उपस्थित एक सज्जन ने डा. भागवत से प्रश्न पूछा, ‘‘ये जो इंडिया में आजकल जो अट्रॉसिटीज अगेन्स्ट विमेन, रेप्स, मॉलेस्टेशन बढ़ रहे है, इनमें हिंदुओंपर ज्यादा अत्याचार होते दिख रहे है। यह हिन्दुओंका मानोबल नष्ट करने का प्रयास लग रहा है। इसके संदर्भ में आपके क्या विचार हैं?’’
इस प्रश्न के उत्तर में डा. भागवत ने कहा – ‘‘इंडिया में जो यह घट रहा है, बढ़ रहा है वह बहुत खतरनाक और अश्लाघ्य है। लेकिन ये भारत में नहीं है। यह इंडिया में है। जहां इंडिया नहीं है, केवल भारत है वहां ये बातें नही होती, आज भी। जिसने भारत से नाता तोड़ा उसका यह हुआ। क्योंकि यह होने के पीछे अनेक कारण हैं। उसमें एक प्रमुख कारण यह भी है कि हम मानवता को भूल गये, संस्कारों को भूल गये। मानवता, संस्कार पुस्तकों से नहीं आते, परंपरा से आते हैं। लालन-पालन से मिलते हैं, परिवार से मिलते है, परिवार में हम क्या सिखाते है उससे मिलते हैं।
पारिवारिक संस्कारोंकी आवश्यकता
दुनिया की महिला की तरफ देखने की दृष्टि वास्तव में क्या है?दिखता है की, महिला पुरुष के लिए भोगवस्तु है। किन्तु वे ऐसा बोलेंगे नहीं। बोलेंगे तो बवाल हो जाएगा। किन्तु मूल में जा कर आप अध्ययन करेंगे तो महिला उपभोग के लिए है, ऐसा ही व्यवहार रहता है। वह एक स्वतंत्र प्राणी है, इसलिए उसे समानता दी जाती है। किन्तु भाव वही उपभोग वाला होता है। हमारे यहां ऐसा नहीं है। हम कहते हैं कि महिला जगज्जननी है। कन्याभोजन होता है हमारे यहां, क्योंकि वह जगज्जननी है। आज भी उत्तर भारत में कन्याओंको पैर छूने नहीं देते, क्योंकि वह जगज्जननी का रूप है। उल्टे उनके पैर छुए जाते हैं। बड़े-बड़े नेता भी ऐसा करते हैं। उनके सामने कोई नमस्कार करने आए तो मना कर देते हैं,स्वयं झुक कर नमस्कार करते हैं। वो हिंदुत्त्ववादी नहीं है। फिर भी ऐसा करते हैं। क्योंकि यह परिवार के संस्कार हैं। अब यह संस्कार आज के तथाकथित एफ्लुएन्ट परिवार में नहीं हैं। वहां तो करिअरिझम है। पैसा कमाओ, पैसा कमाओ। बाकी किसी चीज से कोई लेना-देना नहीं।
शिक्षा में मानवता के संस्कार होने आवश्यक
शिक्षा से इन संस्कारों को बाहर करने की होड़ चली है। शिक्षा व्यक्ति को सुसंस्कृत बनाने के लिए होती है। किन्तु आजकल ऐसा नहीं दिखता। शिक्षा मानवत्त्व से देवत्त्व की ओर ले जाने वाली होनी चाहिए। किन्तु ऐसी शिक्षा लगभग शिक्षा संस्थानों से हटा दी गई है। समाज में बड़े लोगों को जो आदर्श रखने चाहिए वो आदर्श आज नहीं रखे जाते। उसको ठीक किया जाना चाहिए। कड़ा कानून बिलकुल होना चाहिए। इसमें कोई दो राय नहीं है। कड़ी सजा दोषियों को होनी ही चाहिए। इसमें कोई दो राय नही है। फांसी की होती है तो हो। विद्वान लोग विचार करे और तय करे। लेकिन केवल कानूनों और सजा के प्रावधानों से नहीं बनती बात। ट्रॅफिक के लिए कानून है मगर क्या स्थिति होती है?जब तक पुलिस होती है, तब तक कानून मानते है। कभी-कभी तो पुलिस के होनेपर भी नहीं मानते।जितना बड़ा शहर और जितने अधिक संपन्न व सुशिक्षित लोग उतने ज्यादा ट्रॅफिक के नियम तोड़े जाते हैं। मैं कोई टीका-टिप्पणी नहीं कर रहा हूं। केवल ऑब्जर्व कर रहा हूं। मैं विमान में बैठा था। पास में एक सज्जन बैठे थे। मोबाइल पर बात कर रहे थे। विमान का दरवाजा बन्द हुआ। किन्तु उनकी बात बन्द नहीं हुई। एअर होस्टेस चार बार बात बन्द करने के लिए कह गई। इनके लगातार फोन काल आ रहे थे। अबकी बार एअरहोस्टेस को आते हुए देख वे भड़क उठे और कहने लगे, ‘२८ इंजिनिअरिंग संस्थानोंमें डिसिप्लिन रखने का जिम्मा मेरे उपर है, और आप मुझे डिसिप्लिन सिखा रही है! ’अब अगर २८ संस्थाओं में डिसिप्लिन रखने की जिम्मेदारी जिस पर है, वह एरोप्लेन में दी जानेवाली सामान्य सूचनाओं का पालन नहीं करता तो उसे हम क्या कहे?इसके विपरीत हमारे वनवासी क्षेत्रों में चले जाएं। जहां अनपढ लोग हैं, गरीब लोग हैं। उनके घर का वातावरण देखो। कितना आनन्द होता है। कोई खतरा नहीं। बहुत सभ्य, बहुत सुशील। (वहां परंपरा, परिवार की शिक्षा कायम है। शहरों में) शिक्षा का मनुष्यत्त्व से नाता हमने तोड़ दिया इसीलिए ऐसा होता है।
बिना संस्कार कानून असरदार नहीं
कानून और व्यवस्था अगर चलनी है, उसके लिए मनुष्य पापभीरू होना है, तो उसके लिए संस्कारोंका होना जरूरी है। अपने संस्कृति के संस्कारों को हमें जल्द जीवित करना पड़ेगा। शिक्षा में कर लेंगे तो परिस्थिति बदल पाएंगे। तब तक के लिए कड़े कानून, कड़ी सजाएं आवश्यक है। दण्ड हमेशा होना चाहिए शासन के हाथों में और वह ठीक दिशा में चलना चाहिए। वह इन सबका प्रोटेस्ट करने वालों पर नहीं चलना चहिए। उसके लिए उनका संस्कार भी आवश्यक है। वो वातावरण से मिलता है। पर वो भी आज नहीं है। हम यह करें तो इस समस्या का समाधान पा सकते हैं।
मातृशक्ति है भोगवस्तु नहीं
हमारी महिलाओं की ओर देखने की दृष्टि वे मातृशक्ति है यही है। वे भोगवस्तु नहीं,देवी हैं। प्रकृति की निर्मात्री है। हम सब लोगों की चेतना की प्रेरक शक्ति है और हमारे लिए सबकुछ देनेवाली माता है। यह दृष्टि जब तक हम सबमें लाते नहीं तब तक ये बातें रुकेगी नहीं। केवल कानून बनाने से काम नहीं चलेगा। वो होना चाहिए किन्तु उसके साथ संस्कार भी होने चाहिए।’’

Answer: This which is happening in India, increasing, is very dangerous, is condemnable (ashlaghya?). But it is not in Bharat. It is in India. {laugh}
Where there is no India but only Bharat, these things does not occur, even today. Whoever broke relation with Bharat, it happen to them. Because there are many reasons behind this happening. One of the reason is, we have forgotten human values, we have forgotten "samskar". Human-values, samskar does not come from books; they come from traditions. Obtained from upbringing. Obtained from family. What do we teach in family, comes from there.
What actually is the view of world regarding women?
It appears, women is object of men.
But they won't say that. If they say that, there will be mayhem.
But if you go into the root and study, then women is an object, that is how she is treated.
She is an independent being, that is why equality is given, but attitude is still that of an object.
That does not happen on our side. We say, women is Jag-janani (universal mother). We perform Kanya-bhojan, because she is Jag-janani.
In northern India, even girl child are not asked to touch feet (charan-sparsh), because she is a form of Jag-janani. On contrary, their feet are touched. Even big leader do that. If some goes to them for Namaskar, they refuse. Rather they themselves bow-down for Namskar. They are not of Hindutva ideology, still they do so. Because these are samskar of families.
Now these samskar are not there is those so-called affluent families. They have careerism. Earn money, earn money. Nothing to do with anything else.
There is a contest being played to keep samskar of education. Education is make a person susamskrit (cultured). But it does not seems so these days. Education should be to bring one from humanly to divinity. But such education is removed from educational institutions. The ideals, people in position should demonstrate, are not being demonstrated. That should be fixed.
Tough law must be there, there is no two opinion about it. Perpetrator must be punished severely, there is no two opinion about it.

But only law and punishment is not going to fix the problem. There are laws regarding traffic, but what is the condition? When there is police around, then people follow the rules. Sometime even if there is police, people still don't follow. Bigger the city, more prosperous and educated the people, more traffic rules are violated.

I was sitting in an airplane. A gentleman was sitting beside me. He was talking on his mobile phone. Doors were locked, but he kept on talking. Air-hostess requested him for times to stop. His kept on getting calls. On seeing the air-hostess this time he got agitated, "I have responsibility to keep 28 engineering institution in discipline. You will teach discipline to me?"
The person who has responsibility to keep 28 institutions in discipline, does not follow simple regulations of airplane. What shall we say about such person?
In contrast, go to our banvasi (forest) areas. There are illiterate people, poor people. See the environment of their homes. How pleasant. There is no any danger, very gentle. There they kept tradition and family education alive. In cities, we have broken the bond between education and humanity. Thus it happens.
If law and order has to run smooth, then a person has to be paap-bhiru (afraid of sin). For that samskar in necessary. We immediately need to reclaim sanskar of our samskriti (culture). Till then tough laws and punishment are necessary. Punishment should aways be with administration and that should go in right direction. That should not be used against protestors. For that samskar are required. That comes from environment. But that too is not available today. If we do that, then only we can find the solution.
Our view towards women is, they are matri-shakti (motherly power). They are not object, but divine. The creator of this nature. She is motivator force of our conscious, she is a mother to give all for us. Until such view is not adapted, these things will not stop. Only making law will not be enough. That has to be done, but samskar too are required.
श्री मोहन भागवत ने वर्तमान परिस्थितियों पर जिस प्रकार से सटीक टिप्पणी की है वह वास्तव में स्वागत योग्य है. जिस प्रकार से गली में एक कुत्ते के भौंकना प्रारंभ करने पर अन्य कुत्ते भी बिना किसी कारण की पड़ताल किये समवेत स्वर में भौंकने लगते है और पूरे क्षेत्र को 'कुकरहाव' से सर पर उठा लेते हैं उसी प्रकार से भारतीय इलेक्ट्रॉनिक और प्रिंट मीडिया राष्ट्रवादी विचारों की अभिव्यक्ति होते ही 'कूकारोल'मचाने लगते हैं. आज यह मीडिया मन का महाराजा बना बैठा है और इस भ्रम को पाले है कि वह लोकतन्त्र का प्रहरी है. जनसामान्य की धारणा इस से बिलकुल विपरीत है आम आदमी इस तथाकथित चौथे स्तम्भ को'बिकाऊ'और 'बाजारू' समझ चुका है. मिडिया को आत्मावलोकन करने की आवश्यकता है .
